Perfection For Edible Prints

When looking at some of the professional cookie sites I have noticed that the frosted circles, which I assume are made from RI, are perfect and have just enough height from the cookie top to put the edible print on it, so my question how is that done...it really looks like a perfect circle was just placed there for on edible print...I hope you can understand what I'm asking....also can anyone suggest a good graphic art program to use that is not really expensive and not overly complicated.
