I am trying to make the numbers "75" come out of a cake on wires. What is best thing to use to make these...gumpaste, modeling chocolate or fondant? How do I insert them in the cake..in a coffee stirrer, coated with melted chocolate etc?

Hi- Welcome to CC!

I would use gumpaste so it dries harder, then I would insert your wires into straws in the cake, so that the wires are not touching the cake.

I have a cake with a number standing up in my photos. In the comment section I tell how I did it (a little different then what I suggested above)
