I have this idea for a snow globe cookie. I want to use peanut cupzs as a base. How would I attach my sugar cookie?

you want the sugar cookie to stand up in the reese's peanut butter cup is that what you mean?

If so I'd just use a bit of meted chocolate and really goop it up (from the back of the cookie so it doesn't show)

You'll probably have to hold it in place until it sets though

Depending on how thick your cookies are you could just slide a toothpick into the hardened cup and the cookie on that.

I would also suggest melted chocolate. You could try royal icing.
