What is the wire/material people use to have those little things (like stars) sticking out of the top of a cake. It looks like a wire of some sort. Thanks!!

Floral wire.

If it's going directly into the cake, make sure the part of the wire that is in the cake gets covered. You can use floral tape, dipped wax, or put the wire inside coffee stirrers to separate the cake from the metal.

Or, you can make a topper from a half of a styrofoam ball, attache it to the cake with a blob of buttercream, decorate the styro to match the cake, then stick the wires directly into the styro.
