Ideas On How To Make Hard Candy Ocean Waves

I'm doing a 3 tiered ocean cake for an anniversary and the second tier needs ocean waves coming out from the sides. I want to do these in blue hard candy. Any ideas? Pleasssssse.
I think I would pour my hot sugar into several different mediums to see which one I liked best.
One is aluminum foil, crunched up to resemble waves ish.
Spray with pan relase first.
Another is sugar, just granulated sugar in a cake pan-- it will frost the sugar but it will make a mold kinda in the sugar you can just pour the hot stuff into. You can also color the sugar--you can vary the shades of the coloring too.
I would also pour some onto a silpat or between some silicone rods so that I could form it when it cools enough.

Humidity, my worst enemy. All summer very little rain, and the one day I want to work with candy. ARGHHHH! THANKS AGAIN!
