Assuming the fountain stand plate is the standard 18", I'd say the bottom tier is a 16", which leads me to believe the middle tier is a 12 and the top tier an 8.
Per the wilton chart, this would serve about 180.
How many servings do you need?
I'm gonna say its a 6-10-14 also based on the stand... the stand is 18" across and there is a foil board too... each one has a 1" rim. If it wasn't for that, I would have said 6-9-12 too.... so maybe they are a little taller than the usually 4" to achieve the same overall proportional look at 6-9-12.

Gotta agree with this logic. I definitely think that the top tier is 6" but was on the fence about the difference between each layer being 3 or 4". I'm not familiar with the size of the stand but both you an Indy mentioned that the stand was 18" so......gotta go with this one.

They only need 100 servings and this is the picture they gave me. I am not the best at guessing.
I think I may go with using the 14-10-6 guess. I think I will get the needed effect. Only because baking a 16 round cake sorts intimdates me at this moment.
