What Is "runout" Icing. How Do I Make It And Apply

Hi, runout is made out of royal icing. A thincker consistancy of royal icing use to do the outline and then thinner consistancy of royal icing use to fill it in.

But I have to say that I'm not a big fan of royal icing. I would cover the cookies with fondant and then decorate them to suit the wedding cake or whatever the theme.
