the top layer looks like an 8" to me so I think you are correct in thinking 8,10,12,14. However, depending on which chart you use that is way more than 100 servings! 196 servings if you go by Wilton.

You want 4 tiers, with the bottom one at least a 14" round right?
And only need 100 servings? No can do

I have a Wilton chart (taped to the inside of my cabinet door) and for the 'party' servings I count 106 (using 14", 12", 10" & 8") and for wedding servings 127. I'm using the party chart. Am I adding wrong or something? My chart says 14"=40, 12"=30, 10"=24, 8"=12, total 106.
My biggest concern was the width of the layers and the fact I usually use sizes like 14", 10", 6", to get the bigger rim around each tier. This picture looks much smaller and I wanted to make sure I was looking at it right.

i used earlene's chart, her servings are a bit bigger than wiltons wedding. i'm getting 155 servings for a 8, 10, 12 and 14.
