Feel responding to and welcoming ALL new members to CC as they make their first posts (so we know we have their attention) is more helpful than making a separate huge production of welcoming SOME members. Especially non-posting members (who might have just signed up to view the galleries)....

Also most of the new members are not going to be aware of separate posts with them as the subjects, most have a hard enough time locating posts they've started....

ALL our new members are special, let's not do for one/some what we're not going to do for all.
