Wave Layer Cake

I am planning to do a two tiered ocean/underwater friends themed cake for my daughter's birthday. The other day I was watching Food Network Challenge: Surprise Engagement Cake and one of the chefs had waves on one of his layers of the cake. I would love to do that on the bottom layer. Do I get the waves by cutting the bottom layer into waves at the top? I hope someone understands me....I don't really know how to explain it. Thanks!!

I understand what you are asking but I did not see that showicon_sad.gif
My 1st knee jerk thought was to make a fondant piece to go all the way around the cake -- maybe make it higher than the cake?
