My guess is they are fondant tubes. They look unequal to me....but it just might be the way the pic is taken.
Make hollow tubes of thick fondant or gp; then when dry fill w/a 'cork' of yellow fond or gp.

The clouds on the sides look higher than in the front. Maybe there's a support in them that helps them sit?
