Can you paint on buttercream that has crusted? If so, any tips??

You can... but it's not easy. Use a soft brush, and a light touch. Once you dent it, you can't pull it back... I've done it w/ luster dust (mixed w/ vodka) but not gel colors. What are you trying to paint?
