what is the best kind of icing to use to outline the facial features on the teddy bear cake pan and to ice along the bottom of him?

If I am understanding your question right, I would just use buttercream.

depending on what look you are going for exactly, I will sometimes use the wilton precolored icing in the tube...only for outlining nothing else, because it is thick and too sweet!!! I would use just a stiffer buttercream if that is what you are decorating with
