can anyone tell me how to make the fondant stairs I keep seeing on all these beatiful cakes on here? Thanks in advance.

Oh cool! I'd think you'd just mold them by hand from a hunk of fondant.

how about carving them out of styrofoam or rice krispies and then covering with fondant?

I think it would be a pain in the but to try and do it out of rice crispie treats if they were small stairs, I would just mold the fondant by hand.
