Substitute For Piping Gel For Water On Cake

I was wondering if anyone has any ideas or suggestions for something other than piping gel to get the "water" in a pool party cake.

I have used tinted piping gel before, but it is Soooooo sweet and I have heard some not so positive remarks on the taste of it.

Maybe blue jello? You could dig out the hole being used for the pool, layer it with foil and then pour the jello in there to cool in the refrigerator. I would do that dead last, if possible.

I use hard tac candy, but they would have to take that part off the cake before cutting. It is still edible (and tasty) but you can't cut through it.
