not neon, but a nice darkish hot pink??

I do not know what your time frame is, but we made hot pink for a Wilton 1 class by using some Christmas Red, a bit at a time, and allowing it to sit for two hours in between to develop. It was definitely bright, but not harsh on the eyes.

You could also try a tiny bit of orange with a little red -- that gives a warm, glowing dark pink -- not neon. Hope this helps!
