I would strip the icing white and blue and do the swirled thing ontop..Then I would try and find or make little sails like a sailboat or anchors...maybe some candymelt seashells.

You could also do something with anchors...maybe of royal icing?

Maybe some fondant life preservers with the church's name piped on them on blue and white swirled icing?

I would incorporate some of the Guylian Chocolate sea shells - they're available at Wally World as well as tons of other places.

I bought a box recently (needed a chocolate hazelnut fix) - they're really quite pretty. And because I'm me, I have been thinking that at some point, I need to incorporate them into a cupcake design - blue/green swirls of buttercream on one side of the cupcake for the water - beigey (colored with a little bit of Nutella) buttercream topped with natural brown sugar (for sand), and one of the chocolate seashells perched on the edge of the "water".
