Crusting Cream Cheese Icing ?

Can I actually decorate with it or is it just to be used as an icing and then use BC to decorate on top?

You can do basic borders with it, if it is too soft, add more powdered sugar after icing the cake. For roses, though, I prefer to use regular buttercream.

I have decorated with it with no problem. Stars, reg type stuff no problem. Anything that would require something stiffer, I agree with vdrsolo...use buttercream.
