So if you bake and decorate at a commercial kitchen how exactly does the health department or department of ag or whoever licensed you KNOW that you do this and know where you do this?

They actually come and inspect the kitchen to see if it is licensable.

In my location, when applying for a facility license, you have to provide the name and address of the kitchen and a letter from the owner stating that they are allowing you to use their facility.
