I have done a few of them. I used my small oval pan and placed it on a large piece of paper and drew a large oval around the outside of it, to judge the size of the brim to the size hat I was making.

The last cowboy hat I made (in my photos for the Lone Star cake) was made tracing a 6" cake circle.

doesn't wear hats -- of any kind!

so doesn't have a cowboy hat.

but the other ladies here have some good suggestions already (partial to oval shape)

thank you all for helping me out !
I also used the oval wilton pans and cut an oval shape 2 inches wider.
it worked great thanks for the advise!
The result is in the birthday cake section and in my photo's.
Next time I'm in the states I should buy a hat!
