i'm not sure what you mean by regular cocoa powder, but i have made this frosting before with Hershey's unsweetened cocoa and also with Droste dutch-processed cocoa.

here's a link to the Hershey cocoa i used.

Regular cocoa powder is composed of sugar and cocoa. I think the ingredient list has sugar first. Unsweetened cocoa is pure cocoa flavor.

You could probably sub it, but the result would be much lighter and sweeter, not a rich chocolate flavor.

Regular cocoa powder has no sugar. Cocoa Mix has sugar. Cocoa has cocoa solids, period. The only thing that varies is the Ph ( natural versus dutch cocoa) and percentage of cocoa butter.

In other words. The regular can of Hershey's cocoa is unsweetened.

Can anyone tell me if this frosting can be used to decorate with? I have a small 3D bear cake to make for my daughter. Will it work on this?
Thanks for any help!
