Hmmm, well it'll have to be at least 6 layers with a topper for the top part (the city has seven levels)
I would use gumpaste and fondant for the details, mayby some fondant tubes and ice cream cones for the towers n stuff. Thank grannie it's only one base color and not a bunch of different ones
I would use modeling chocolate for the rock outcropping maybe or fondant. Hopefully this isn't due anytime real soon. Cause the detail work and apparatus and engineering would be if not difficult at least time consuming.
Just a couple ideas to get the ol gray matter bubblin.

wow... what a challenge!! good for you for wanting to tackle that!
you may want to start with figuring out how much cake the customer wants. you could start with figuring out tier sizes (maybe 12, 10, 8 or 14, 10, 6). you can do the "buildings" in either fondant or chocolate (using a wrap style of decorating). And for the rock part sticking out the left side in that picture, you can use a cookie or model something out of fondant?
sorry i can't be of more help...
please post pics when you're done! i'd LOVE to see the final product!

You'd have to use something you could mold together (including the seams) and spray it...I guess.

okay, the drawing doesn't make it look like it's going to be so bad.

All I can say is that I hope you're going to charge up the wazoo for this one icon_biggrin.gif
