Please Help: Sofia The First Skirt Fondant On Cake

AI have a cake that I need to cover with fondant that looks like Sofia the First's shirt. How will you make the scallop shape at the end of the skirt? Will you cut it after covering the cake with fondant or before? If I'm going to do it before I am afraid that it might not be center and the fondant will stretch down. Please help. Thank you in advance.

I would cover the top 1/2 - 2/3 approx of cake in the purple fondant. Add the frilly ruffle "underskirt" at the bottom. Make a strip of purple fondant that equals the circumference of the cake. Cut your scallops. Add to cake over the top of the frilly ruffles and use your fingers to create a bit of movement in the scallops. Put the beads on to hide the join.
