Frozen Theme Cake - Can Someone Tell Me What Is Used On Bottom?

I would like to know what is the white element around the bottome of this giant cupcake that tied with blue ribbon?  Please advise. TIA

AThe photo's not very good quality so it's hard to see. Maybe pieces of thin fondant or white chocolate/candy melts? - you could drop spoonfuls of choc on a tray and use a spatula to pull them out to elongate and thin them. But I'm not sure what is ACTUALLY used here sorry.
