This is a photo that a bride sent to me and she would like this cake in three tiers. I am just looking for some advice on how to achieve this look. If anyone had a link to at tutorial that would be amazing...or if this technique has a name, I'd love to know it as I can't seem to find anything on it :)  Sorry for the bad picture...this is the actual photo that the bride sent to me

It looks like a variation of bc swirl roses.  This is a good tutorial:


 

Maybe you can adapt this to look a little more open like in your brides inspiration photo.

So ignore my last post.  =)  I did a little more digging and found what seems to be the original baker for your bride's inspiration pic:

If you scroll through their gallery you can see how they achieved this look when you get to the lime green/white cake (2nd cake).  It seems like the "roses" are long thin strips of fondant or gumpaste that are slightly ruffled (with a ball tool) and attached in big swirls.  You'd have the flexibility to make the roses tighter or looser, depending on the look you're going for.
