Does anyone know how this effect is achieved please? I need to do this for a friend and I'm worried

it looks like piped buttercream to me =D

AOP just put on buttercream smooth as usual than take a piping bag with a number 3 tip or so and pipe the messie looking lines overlapping some of them

Buttercream, a piping bag with a medium size tip, and a good turntable.
