I am doing localy is $2/mile we recently made a delivery that was 30 miles & I realized that would be $60 and thats just insane so I did .50cents a miles instead.... How do you do it??
Because of CFL restrictions, I have to do delivery so this is free for local customers. For those I do charge, I do not decide it on a per mile basis. Instead, I decide this on a graduated fee basis basis based on how far away the delivery is located. Within 15 minutes out of town, $25.00; 30 minutes out of town $40.00; 30 - 60 minutes out of town $50.00. After that, it is case by case as to how far it is. HTH
The law that allows you to bake from home legally. Some states have them, some do not. They vary greatly by locality.
A$60 is not at all insane for a delivery 30 miles away. We charged $1/minute round trip (based on the Google Maps estimate, which accounts for traffic), there were several orders where the delivery charge was over $100, not including the setup charge (also $1/minute).

often with cfl--the client is not allowed to come to the residence to pick up --- so it's not the idea of free delivery or charge-able delivery --it's that cfl in some cases says all delivery--
so there's no disturbance in the neighborhoods is the idea behind that--
so it's up to each individual caker to charge or not charge is my understanding
AOf course if you don't charge separately for delivery (and delivery is required) you should make sure to include the average delivery cost in the price of your products.
