Do you guys think these are just fondant balls covered in pearl dust?Ideas how to make them ? Thanks :)

Yes, they are just balls of fondant.  Pinch off some fondant and roll between your palms.  Place on soft foam to dry.  To highlight them put purl - gold dust into a container and shake well.  Do this before drying them.

The ones on the sides of the cake are probably piped dots (except for the largest ones).

If you want to get uniform sizes then roll out some fondant and cut circles of varying sizes that you can then roll into balls.  You can use the coupling end of an icing tip (or the icing end of like a #5 or less depending on how small you want to go), circle cutters, etc.  It's not necessary but adds a nice finished touch.  Pretty cake, would love to see yours when you're done.
