How Do I Make The Draps At Bottom

AI have this wedding cake to do next week just 2 tiers of it but I've never done draping like this. I'm curious how others would do this. Also this cake needs to travel about 2 hours to the wedding.[IMG]http://cakecentral.com/content/type/61/id/2962788/width/200/height/400[/IMG]

It's been done with royal icing, I would assume it's piped, allowed to harden and then placed onto the cake.

Or you could try making and placing sugarpaste (fondant) drapes straight onto the cake and then once they harden you can pipe onto them.
