I've been asked to create a smaller version of this cake...

What do you all think is the best way to create this look? Coloured royal icing splattered on each tier?

That will work.l Also colored chocolate if you already have all the colors .

I would go with leah's suggestion of coloured chocolate - tastes much nicer
