Those are made from gumpaste. I did a quick "google" search for gumpaste sunflower & there are a couple of tutorials. There is even one on youtube. Hope that helps.

I made sunflowers for a wedding cake a couple weeks ago. I used the video that Sharon Zamibo called Gumpaste in Bloom. Great video, if you have time I would highly recommend getting it.

I found a cookie cutter - just a very cheap plastic one that has similar petals, then vien them and dry them in an apple create seperator (from the grocery store). OR you can make foil 'nests' to dry the flowers in. the bottom petals are almost flat wherewas the top layer of petals are more curved so they show off better.

Seems to me I found it as a set of 2 in a $ store. Maybe you can find a similar one.
