Hi I've been watching cupcakes baking in youtube. I just want to ask after preheating the oven. What is the temperature of the oven once the cupcake will be baked? Is the temperature will be the same when I preheat the oven and when I will bake the cupcakes?

It depends on the baker I guess. I preheat and bake at 325 degrees, also every oven is different you should probably do some experiments and see what works best for you.
It was mentioned here more than once, if you want your cupcakes to dome start at 350 for the first 5 minutes or so then switch it to 325 until they are done. I personally never tried that method.
