First of all you have to be a legal, licensed business.
Word of mouth does great so be prepared to do lots of talking at any kind of event you attend. Talk to your hairdresser; bank teller; dentist; insurance agent; other mothers;your church friends etc, etc, etc. Be a show-off - show pix but be sure they are good pix, well done cakes etc. show off only your very best work.

Before you can advertise, you need to know who your target market is, and what your competitive advantages are.

Once you've done all of the above, I suggest using the internet to your advantage.

make a website, it is very easy to do alot of sites use templates to create your web page, and alot are free.

Advertise on things like craigslist or kijiji.com ... make sure to put your name in the webcrawlers and webspiders of google, yahoo etc... this will make it so that when someone googles "custom cakes in Philadelphia" (or whatever your wording) your website will come up.
And like the others said, word of mouth works great!

If you are not a legal food operation, you cannot advertise on Craigslist. That is invluding being under the Cottage Food Law.

If you are not a legal food operation you can still advertise on Craigslist (in that they won't remove your post unless other people flag it), you just can't legally sell food.

The whole point of the cottage food law is to allow home bakers to legally sell food with some restrictions, so if you abide by the rules of your local CFL you should be fine.
