It should be ok - I sent cookies to my nephew in Afghanistan. The shipping place even filled out the customs form for me. I packed them in Pringles cans and they made it just fine.
Just make sure they are non-perishable and that they can withstand heat. This will be hard given that they are usually covered in chocolate.
Can you convert your cake ball recipe to work in a 4 oz mason jar? I'm thinking, cake layer, chocolate, cake, chocolate, to the top. Then attach a spoon on a ribbon. This way, if it melts, it really has no place to go. Once it solidifies, it's still pretty much in the same condition.
These jars work for so many baked projects for shipping overseas.
