Tapered Cake Layer...how Do You Achieve This.

I want to do a snow white dress cake And the picture I have shows the top layer being tapered. Do you carve the cake to do this? What kind of support system do I need?

The fondant is supposed to drape to resemble a dress. I'm afraid it will rip...mine tends to rip. tips or suggestions please.

For the fondant, maybe try making some marshmallow fondant? It tends to be a bit stretchier than regular, store-bought fondant, and doesn't tear or harden quite as easily, so you might find it a little easier to shape and frill the skirt?
