Cookie monster is pretty easy compared to lots of figures, imo. For the fur I would use tiny scissors ( cuticle) and make little snips. I did a couple cookie monsters out of cake and just used the grass tip for the fur, a couple googly eyes , black fondant for the mouth and he is pretty recognizable.
I made a cookie monster out of fondant and sat him on top of a cake. I didn't have much luck with snipping the fondant with little scissors so I used royal icing with a grass tip. It was a little messy but dried nice and hard. You can see it in my cake photos.
Look in my photos, I did one for my daughter's baby shower. You can PM me and I'll try to work you through it. I made it a while ago, so I'll have to go over it in my mind to try to remember how I did it. But I think that it was pretty easy.
There is a you tube video, by a women named Mayen. She walks you through STEP BY STEP, it is perfect. she does a cookie monster, Elmo and Big Bird. If you look in my photos, I have a cake done for my daughters 2nd birthday and did all 3 characters for it out of gumpaste. The tutorial is AWESOME!!! Check it out. Just type in "How to make a Gumpaste Cookie Monster Cake Topper" into the you tube search bar and it will come up with a 2 part tutorial. Good Luck
