The ministry where I work is being split up 
and I want to make cookies for the colleagues I have to say goodbye to. I'm planning on NFSC with RI, but I have no idea what shape of cookies I should make.
They don't have to be sad, but I would like them to represent good times and fun as well as saying goodbye to someone I really care for.
Does anyone have ideas?
smiley faces? flowers? pretty designs? something seasonal?
something related to the work the ministry does?

I've already considered flowers, but would like to do something different.
It isn't possible to do something related to the work the ministry do, but I like the idea with the smiley faces or the seasonal. There is still snow everywhere here, but a spring theme would be good, I think.

Could you elaborate on the type of ministry and people you're wanting to honor? It would give us a little more to go on.
It was The Ministry of Interior and Social Affairs, but now the Interior section is being combined with The Ministry of Health. I'm moving to the new ministry while some very dear colleagues in the HR department are staying in The Ministry of Social Affairs.
This is in Denmark, so I'm afraid no one here knows the "Footprint" poem.
I think people confused ministry with something religious. Ministry in the states is more known as a Department.
The footprints thing (more a small essay than a poem) they're referring to has been around a kabillion years.

Sorry I didn't know that. 
It is a government Departement I work in. My dictionary says it's called the Department of the Interior in USA and the Home Office in England. Nothing religious about it.
Social Affairs, I'm thinking cocktail dresses and high-heeled shoes. What about people?
I realise Social Affairs can be understood in many ways, but in this case it doesn't mean party and fun. The Department of Social Affairs is the ministry that deals with the conditions of elders, disabled people, children, homeless and addicts; all the most vulnerable people in our society.
So I don't think cocktail dresses and high-heeled choes will be all that appropriate 
I am sorry for my poor explanation of my work place in my earlier posts, but English is my second language and sometimes I think a word means something, only to realise afterwards that it also means something entirely different, in this case Ministry.
Perhaps I should just stick to flowers and butterflies. 
Butterflies! That's what comes to mind for me--they represent change, Spring and all things wonderful!

I know you mentioned you don't want flowers but I just want to share this idea anyway. There is a decorator here at CC where I have seen the cutest flower cookies. Decorated like the flower forget-me-not. I'm sure if you search for it you would find it. You could make them with lollipop sticks and have them standing in a little flower pot.

I love the idea with different kinds of people, but also the hearts, though I gave them Valentines cookies a few weeks ago.
At the moment I think I'll go with people and mix in some flowers - the forget-me-not idea is great.
The actual move wont take place for another few weeks, so I have time to decide. And can enjoy spending more time with a bunch of wonderful people for a little while longer. I am going to miss them so much

Back to the cookies....Maybe you could make maybe something to represent a new beginning like a butterfly (I think someone already recommended this) or a rainbow?
How about the people with hearts in their chests?
What a cute idea! You could do the heart out of icing, or if you could find a teeny tiny heart cookie cutter, you could put a heart cookie on each person's chest for a 3-D effect.

I too love the idea with the little hearts in the chests, only I think I have some heartshaped sprinkles I can use.
