Ruffled Cake - How To?

Has anyone ever made this kind of cake before?

I am going to make one this weekend and I can't figure out if I should just cut strips of fondant and overlap them on the cake as I go to get this look, or if there is a different way to do it that would make it look smoother.

In the picture, they are strips probably made from modeling chocolate, ruffled on one long side and glued to the cake, overlapping under the ruffle. The company where the photo comes from says that all their cakes are wrapped and decorated in chocolate.

You can make similar effect with fondant.
