Cupcakes Liners Seem A Little Small...?

The cake supply near my is closed till after graduation. Wish I would have known that lst week sigh. I got foil liners in the grocery store and they just seem so small. They are the standard 2&1/2" 48 count. I don't want the cupcakes to be dinky. I would love nice rounded tops and read to pre-heat to 400 and then pop em in and reduce the heat to 350. How full can I fill them without them over flowing???

Just fill them 2/3 of the way full! You should still get the nice rounded top section using the 400 to 350 method. Just watch the time on the foil liners; the cupcakes bake faster in the foil liners than in the regular liners.

Thanks they came out OK. not as domed as I would have liked because they self leveled somewhat while cooling. But they were baked right up to the top.
