I'm no expert, but I think you can used fondant adhesive, which is mixture of fondant and water

1 oz. Wilton ready-to-use rolled fondant (1 1/2 in. ball)
1/4 tsp. water

Knead water into fondant until it becomes softened and sticky. To attach a fondant decoration, place mixture in decorating bag fitted with a small round tip, or brush on back of decoration. Recipe may be doubled.

You cut thin strips of fondant and then wrap it around a dowel rod (or pencil) and let it dry. Once it's dry it will keep it's shape.

Hope that helps.

You are wanting to know how to get the already made/hardened curlicues
to stand up right?

You really need to put toothpicks in them. If they are applied to b'cream iced cake the end will softenicon_sad.gif If put on fondant then the 'gum glue' mentioned will help. Just take a pea size piece of fondant and liquefy it in a little water until it is a thin mud consistency.
You only need a tiny bit on the end of the piece....use a Q-tip to apply.
If they are soft enough to stick a toothpick into one end go for it.
Be sure to advise customer they are on toothpicks.
