is there a difference in icing. im a noob with cakes and cookies......

There are dozens of different icings for cake and cookies. Typically, the cookie icings are not used on cake. Royal icing would be an exception. You can cover cookies in royal, and you can make intricate decorations and flowers with royal.
There are other icings for cookies, and dozens of recipes for 'buttercream'
