It looks liked piped BC to me icon_confused.gif
Possibly, fondant but I don't think fondant would blend in so well with the BC on the cake.

It is a smocked design. I know I have seen the directions on how to do this but I can't seem to find them now. I kind of think it was Martha Stewart who did the instructions.

I have never seen this before but I have an idea how I would do it. I would mark the cake with the impression mat that marks dots on the cake in a diamond pattern. Then pipe the lines between the dots and then add the dot last.
