Here in IL, it's pretty simple for a business license. It's the Health Dept. Permit that's a PIA. For the business license, I went to the county clerk's office and filed an assumed name certificate. Then I took a copy of that to the cheapest newspaper in town and paid to run an assumed name ad in the legal section for 3 weeks. Next I went to the city clerk's office and filed for a home-based business permit. Of course, everyone gets their hands in your pocket along the way by charging you fees for filling out their paperwork. (Don't get me started on this!!) Oh, and don't forget to contact your local IRS office for a tax-ID number. You need it even if you don't have any employees, to report your business taxes and to purchase certain supplies tax-exempt.
Here are a couple of links to things on CC concerning starting a business. Because EVERY state is SOO different in the rule/regulations Jacke and Heath started an article for each state. Not sure if your state has information in the article but it might be a place to start.

Also a topic was started recently to have any information about any state that someone has gone through the process to post information in. Hopefully there might be more information in this one for you. This topic is for Home Bakeries (as not all states allow them)
