According to Merriam-Webster Online Dictionary:

a : barely or scarcely sufficient; especially : not quite coming up to a stated measure b : lacking in amplitude or quantity

So I'm thinking it means a little under....

HTH!!

Scant means lacking a small part of the whole; not quite up to full measure.
