OKAY will some one please tell me the great awesome secret!! When I make flowers out of royal icing and they dry completly they are rock hard! Shouldn't they be hard but softer once you bite into them?

Nope, the nature of royal icing is to dry rock hard, inside and out.
I'd you want it harder on the outside and softer on the side then you will want to use an airdry buttercream. It won't get as hard as royal icing.
