Thanks!! Yes..that is Satin Ice fondant (my fav!) and painted (using a paintbrush) on the luster dust (mixed w/lemon extract) after I put the fondant on the cake.

Thanks!! The scales are made by pressing the fat end of a decorating tip into the fondant.
