This is similar to what I had to do for my niece's wedding a couple years ago. She wanted roses just laid between the tiers but she cut the stems off almost to the flower so I had to fill the space tight with roses otherwise they'd roll around. Yes they are inserted into oasis soaked in water, the oasis is in a plastic dish. I had to put support dowels in under the plastic dishes.

they need to have a stem long enough to stick in the oasis and still reach the edge of the cake stand. I used Long Stem roses and cut the stem.
what was used between each layer for the support?
a single plate support system with 9 inch pillars and dowels in each teir.
