Yes they are inserted into oasis soaked in water, the oasis is in a plastic dish. I had to put support dowels in under the plastic dishes.

they need to have a stem long enough to stick in the oasis and still reach the edge of the cake stand. I used Long Stem roses and cut the stem.

This is similar to what I had to do for my niece's wedding a couple years ago. She wanted roses just laid between the tiers but she cut the stems off almost to the flower so I had to fill the space tight with roses otherwise they'd roll around. It was a pain, especially since I didn't see them until I got to the venue to set up. It was very stressful setting up with a lot of people milling around. I tought getting there almost two hours before the wedding I'd have apeace to set up, but uh uh. UGH! Yo...
