The round part I wrapped around a can to keep its shape while drying. Then I tacked it together with royal icing, The tassels are extruded from a clay gun, then hung off the side of the cap with a rope of black gumpaste. I pressed a small ball of gumpaste on the top to hold the tassels on. Hope this helps!
