These tiers are covered with white fondant. A blue fondant drape lays across the top and bottom tiers. The middle tier has a blue fondant "belt" and I used the back of a piping tip to cut out all the circles on the cake. The rose pedals were made from yellow fondant and just scattered down the side of the cake.
