The bubbles are just icing. I just used tip #7 and made them different sizes. Of course, it's Crusting butter cream, so after I let it crust over, then I dusted it with luster dust. For the "uneven" effect for the bubbles, before I decorated the cake, I used a spoon and scooped out cake from the middle of the top layer and made it different heights all the way around.
